In the spring of 1980, however, a series of CRTC public meetings was held to which network and independent broadcasters, cablecasters, station operators and others interested in the many and varied facets of television were invited to make pre­ sentations. Specifically the meetings were called to investigate ways and means to extend television broadcast services to northern and remote communities. Implicit within this context, however, was an admission that the potential role of some form of Canadian Pay Television could be a determining factor in the economics of expanding existing services in remote and northern parts of the country.

A couple of e a r t h s t a t i o n s have already been completed by National P o l i c e Agency and Japanese National Railways for t h e purpose of t h e o p e r a t ­ i o n a l f e a s i b i l i t y of t h e small capacity t r a n s m i s s i o n and one-way TV. The s t a t i o n s are t o be used in the c u r r e n t CS experiments and expected t o be u t i l i z e d for t h e o p e r a t i o n a l purpose through CS-2 with minor m o d i f i c a t i o n . The main functions of t h e s e e a r t h s t a t i o n s are as follow; National P o l i c e Agency (NPA); There a r e two kinds of e a r t h s t a t i o n s .

There were, and still are, fears expressed by some that the availability of "southern television programming" would destroy the native culture and result in the loss by younger members of the community of their mother tongue. On the other side of the coin, many felt that television would reinforce the English and French language training available in the schools and would assist the Inuits to obtain wage employment in and out of the north. It is interesting to note that the best of both worlds may soon be possible.
